Send a set from anywhere in the province and it comes back read against the Ontario Building Code, because the code is provincial and we have read all of it. Municipal zoning sits on top of that, loaded in full for the bylaws we have been asked for and added on request for any other. The rest of Canada is next, and the United States after it.
The two levels
What you get depends on which bylaw we have read.
Ontario Building Code and municipal zoning
The provincial code plus that municipality’s zoning bylaw, loaded in full. Setbacks, coverage, height and the rest are checked against the actual zone rules, and findings cite the bylaw by number.
Ontario Building Code only
Available anywhere in Ontario today. Everything the code governs is checked: occupancy, egress, barrier free, Part 9 housing. Zoning specific items are not asserted, because we have not read that bylaw yet.
Zoning on top
The whole province, and the local bylaw where it is loaded.
All 444 municipalities are accepted, and every set gets the provincial code read end to end. Where the municipal zoning bylaw is loaded, a finding can cite the zone rule directly rather than inferring it. Tell us where you file and we will tell you which of the two you get.

How coverage grows
One bylaw at a time, on purpose.

Municipal zoning bylaws are added one at a time, in full, rather than approximated in bulk. A half read bylaw produces confident wrong answers, which is worse than saying we do not cover it.

Requests move the order. A firm filing repeatedly in one municipality, or a department that wants its own bylaw loaded, goes to the front of the queue.
- 03
Ontario is done, and it is the proof of the method: one province read end to end before a second one is claimed. The rest of Canada is next and the United States follows, each loaded the same way, the code first and the bylaws on top of it.
