PermitX did not have to build a platform. Quotograph already had one.
Reading a drawing set, holding it securely and putting a project record around it is most of the engineering in a tool like this, and all three were already shipping at Quotograph before PermitX existed. So PermitX was built as the compliance layer on top of that, and it is delivered inside Quoto Build rather than as one more account to open.
The division of labour
Two companies, one set of drawings.
Quotograph builds the place the documents live. PermitX reads what is in them against the code and the bylaw. The division is clean because it was drawn deliberately: neither half is a feature bolted onto the other.

Why one platform
Because the drawings were already there.
The drawings are the same drawings
A platform that has already parsed your sheets and stored them does not need you to upload them a second time to have them reviewed. The set you are working from is the set that gets checked, which also means there is no version of it going stale in a second tool.
One login, not another subscription
PermitX is delivered inside Quoto Build rather than as a separate product with its own account, its own billing and its own place to forget your password. It is a workspace you already have.
The hard part was already built
Reading line work off a sheet, keeping client drawings confidential, and putting a project record around them is most of the engineering in a tool like this, and all of it was shipping before PermitX existed. Building the compliance layer on top of that is why PermitX is a product rather than a plan.

At the end of both halves there is a real building, going up from the same set of drawings that cleared review the first time it was filed.
